November 03 : The Culture Day (文化の日)

This national holiday celebrates the ideals of “peace and culture,” as declared in Japan’s postwar constitution, which was promulgated on this day in 1946.
It is a day to appreciate the arts and deepen understanding of Japanese culture.

Various cultural events take place across the country, including the Order of Culture awards ceremony at the Imperial Palace and numerous art festivals centered around this date.

Interestingly, this day is also famous for its unusually high chance of sunny weather.
Between 1960 and 2000, Tokyo’s average clear-sky rate in October and November was around 64%, but on November 3rd, it reached nearly 80%!
In recent years, it has decreased to about 57%, yet neighboring dates such as November 4th and 5th still see about 70% clear-sky rates — making this period one of the sunniest times of the year in Japan.
